July Retail Sales Dropped 0.7%, What Does It Mean?

Statistics Canada reports July retail sales fell 0.7% to C$73.7 billion, with declines in eight of nine subsectors. Retail volume fell even more—1.1%—while general merchandise retailers declined 1.9%.
That follows June’s stronger performance.
Meanwhile, August CPI remained 3.0% year-over-year, while the Bank of Canada’s preferred CPI-trim and CPI-median measures were around 1.9% and 2.0%.
The Bank kept its policy rate at 2.25% on September 2, with the next scheduled decision on October 28.
For e-commerce, the combination suggests:
Consumers are still buying, but merchants shouldn’t assume demand will carry weak offers.
The practical Q4 message should lean heavily on:
clear value → comparison → bundles → useful promotions → financing where relevant → strong reasons to upgrade.
This is not an ideal environment for undifferentiated “20% OFF!” marketing.
